The 7-Point Roadmap for Peace in Manipur

Once the immediate unrest is brought under control, these are the seven concrete steps Oja Bimol has laid out — in Parliament, in the press, and to the people — to restore lasting peace and rebuild Manipur. Restated 17 February 2026.

End deforestation

Illegal deforestation is devastating the state — flooding the valley and triggering landslides in the hills. Environmental restoration must be treated as a priority for everyone's safety.

Address illegal immigration — without demonizing anyone

Resolve the critical issue of illegal immigration by properly distinguishing citizens from non-citizens, while never demonizing any community as a whole.

Treat drugs as a national security issue

Confront the drug trade and the problems flowing from drug money head-on. The Government of India must treat this as a matter of national security, not a local nuisance.

Hear every community's grievances

Listen to the suffering and voices of all communities — whether their pain is real or has been amplified by leaders playing communal politics. Every grievance deserves a hearing.

Recognize the armed conflict as political

The long-running armed conflict must be recognized for what it is: political armed groups are not ordinary criminals to be handled as law-and-order problems. Miscreants propped up by political bosses — including SoO groups — must be addressed separately from genuine political actors.

Bring relief-camp families home

Take concrete steps to resettle the tens of thousands still languishing in relief camps, and compensate families for homes and property destroyed in the violence.

Revive Manipur's economy

A special economic package and sustained measures to rebuild an economy shattered by years of conflict — so that peace can stand on the foundation of livelihood and dignity.
